Institutional analysis for development (IAD) was taken for evaluating the coral reef transplantation. The calculation of potential benefit and cost value of managing the rehabilitation location area was estimated using a benefit and cost analysis (BCA). Economic value of reef capture fishery was analyzed using an Effect on Production (EoP). Distribution of coral reef transplantation was mapped using a GIS. Key informants consisted of actors conducting transplantation (local NGO, diving operator, university student group of diving, lecturer, and local government thatīoth support financing the project and planting corals). Fishermen respondents were determined using a purposive sampling. Data were collected using questionnaire, in-depth interview, and observation.
This research was carried out in April to Juni 2019 at Staring Bay, South Konawe Regency, Southeast Sulawesi Province, covering three sub-districts namely Moramo Utara, Moramo, and Laonti. This research was aimed at analyzing the direct economic value of reef capture fishery, estimating management cost of artificial reefs, and institutions framework of coral reef transplantation location management in the Staring Bay. Beside technical factor, institutional framework plays an important role in order to the implemented rehabilitation can be run properly. Coral reef transplantation is taken to plant new reefs in the damaging corals using various planting media. One of most used techniques in rehabilitation is transplantation. An attempt to recovery ecosystem function of coral reef, rehabilitation.
Due to high activity of un-friendly fishing practices resulted in degrading the coral reef ecosystem. Staring Bay is located about 20 km eastern part of Kendari City, Southeast Sulawesi Province, possessing a great potential reef fish resource and contributing to the fish supply for Kendari City and surrounding areas.
